Art 17. 3 TFEU: Recognising their identity and their specific contribution, the Union shall maintain an open, transparent and regular dialogue with these churches and (non-religious; add.) organisations
Dialogue of Values
The Union in general and not only the institutions and not exclusively the commission either, got to interact with both kinds of representation of the values. Both chambers, that one of the churches and that other one of the philosophical, non-religious organisations, are still as compatible as a divorced couple and act as two dialogue partners of the Union in a dialogue which we call either the Dialogue of Ethics or better, the Dialogue of Values. Obviously, this Dialogue of Values was seen as something of an aesthetic extra, an act of courtesy, cosmetics and jewelry for Art 2 and Art 3TEU, because it was carefully hidden within the TFEU.
Nevertheless, we consider it to be the most important dialogue for the future in defining Europe´s identity and the Union´s message to the world. Therefore the religious as well as the non-religious bodies shall also kindly participate within a greater dialogue context and enrich the public debate.
Therefore we start a special focus on this issue. Coming soon.

Wertedialog
Die Union insgesamt und nicht nur die Institutionen und schon gar nicht ausschließlich die Kommission haben sich mit beiden Arten der Werterepräsentation auszutauschen. Beide Kurien, die der Kirchen und die der weltanschaulichen Organisationen bleiben weiterhin geschieden und agieren weiterhin als zwei unterschiedliche Dialogpartner der Union, den wir den Ethik-Dialog oder besser noch den Werte-Dialog nennen. Vermutlich wurde der Werte-Dialog als eine ästhetische Behübschung des Vertrags gesehen, als Akt der Höflichkeit, Kosmetik und Verbrämung, weswegen man ihn sorgsam im Vertrag über die Arbeitsweise versteckt hat.
Nichtsdestotrotz erachten wir diesen Dialog als überaus wichtig für die Zukunft Europas und die Identitätsfindung und die Botschaft der Union an die Welt. Daher sollen sowohl die kirchlichen wie die sekularen Repräsentationen tunlichst in einem größeren Dialogkontext auftreten und die öffentliche Debatte bereichern.
Aus diesem Grund starten wir einen Schwerpunkt zu diesem Themen-kreis. Wir kommen bald ....

Structure
The Austrian Institute for Law and Policy is situated at the International Research Centre at the Edmundsburg (Mönchsberg 2) in Salzburg. It started its activities on January 1, 1989. The Institute was inaugurated by the then-governor of the Land Dr. Hans Katschthaler and with a scientific symposium shaped around the question What can one expect from a scientific legal policy?. This Symposium was held on June 15, 1989.
The Austrian Institute for Law and Policy is run by a non-profit association called Austrian Institute for Legal Policy. Full members of the association are the federation, the Land Salzburg and the Katholisches Hochschulwerk. The entities of the association are the general assembly, the executive committee (board), the scientific head and the supervisory committee.
The General assembly is constituted by the Federal Minister of Science and Research, federal minister Dr. Karlheinz Töchterle (President) and the governor of Salzburg, Mag. Gabi Burgstaller. Dr. Elisabeth Freismuth (head of section at the Ministry of Science and Research) and Mag. Dr. Friedrich Steinkellner can act on their behalves.
The Executive committee is constituted by the representatives of the Ministry of Science and Research Dr. Wolf Frühauf, Dr. Elisabeth Freismuth and Mag. Andrea Geisler and the representative of the governor of Salzburg, Mag. Dr. Friedrich Steinkellner and MMag. Philipp Radlegger.
Director Prof. Dr. Johannes W. Pichler holds the scientific direction. He can dispose freely in planning and executing the scientific studies.
The members of the supervisory committee are trustee and tax consultant Dr. Wilhelm Rumerstorfer and Dr. Eduard Schöpfer.
Tasks
The Austrian Institute for Law and Policy acts according to the following principle:
Science for the humane society, for the knowledge about our law and for a prudent and responsible legislation.
Legal Policy deals always with the question how a future law should be conditioned. Even when science cannot take away the decision from politics, it can support politics in making the right and just propositions (decisions).
By this however legal policy should not be exhausted in its endeavours, but should tackle the principle dimension of ethics of law.
The Austrian Institute for Law and Policy in Salzburg is hitherto the sole such Institute in Austria. Such an Institute for Legal Policy deserves the special commitment of politics. The problem concerning a degrading acceptance in the law, the decreasing knowledge about the law and the lacking involvement of the citizens, infringes the capacity of parliamentary democracy.
Strategies that improve the relationship between decision makers (in legislation) and the citizens have to be developed. Therefore, legal policy and legal information policy as they are performed by the Austrian Institute for Law and Policy are tools to improve the current situation.
The following measures are taken to fulfil these demands:
- Public Relations; in collaboration with scientists, political officers, lobbyists and journalists
- Coordination of Science, Politics and the public in questions of law
- hosting of interdisciplinary events, symposia, and seminars
- regular scientific publications and special issues in a journal series
